What's happening here is you need to select something first. There is a crop tool but it is usually grayed out. After all if you want to get something to a smaller size the first thing they want to do is crop out unnecessary parts of the image. Now the first thing I may want to do is crop an image. It's going to open it up in Preview by default. So I'm going to double click on a JPEG image here in the Finder. You don't need a third party app for that.
